Excavation “U” Permits are issued to public utilities and telecommunication companies regulated by the Public Utilities Commission of the State of California to install public utilities in the public right-of-way per LAMC 62.02, 62.03, 62.04, 62.05, 62.06, and 62.08-62.10 (AGF) (all sections and sub-sections). In order to apply for Excavation U-Permits you need to have a Utility Company Account with the Bureau of Engineering (BOE). If you do not have an account, please use the Request Account link.

How to get an Account?

To log in to the U-Permit Application, you need an account. New customers who wish to use the Online Excavation Permit Application should do the following:

  1. Provide BOE a copy of your California Public Utilities Commission (CPUC) franchise license. If you provide services to a CPUC licensed company, provide BOE with a signed letter, on company letterhead, stating you are an authorized agent of the franchised company. If the CPUC franchise license is not registered with BOE, you will be required to provide a copy of their franchise license to Nazila Cruz (Nazila.Cruz@lacity.org).
  2. Fill in the Account Information form by clicking Next on the button below.
  3. You will be notified via e-mail when the account is activated.
  4. The online application allows you to complete your permit application(s) electronically, submit electronic drawings (CAD drawings or scanned images), check the status of your permit, and print your permit when approved.
