Registering an account with the Bureau of Engineering (BOE), City of Los Angeles, will allow you to request U-Permits using one log in.
This log in applies to U-Permits only. Complete the form as indicated below and then upload the 'Franchise Agreement Document' after logging in to the system.
New customers who wish to use the Online Excavation Permit Application should do the following:

Provide BOE a copy of your California Public Utilities Commission (CPUC) franchise license. If you provide services to a CPUC licensed company, provide BOE with a signed letter, on company letterhead, stating you are an authorized agent of the franchised company. If the CPUC franchise license is not registered with BOE, you will be required to provide a copy of their franchise license to Nazila.Cruz@lacity.org;Abhiman.Hennadige@lacity.org.

The online application allows you to complete your permit application(s) electronically, submit electronic drawings (CAD drawings or scanned images), check the status of your permit, and print your permit when approved.
